    It is humid and rainy during the summer.
    Its traffic makes New York City look orderly, with many busy intersections having no traffic signals.
    Its aging infrastructure has difficulty coping with its rapidly growing population.
    It was the site of the infamous Hanoi Hilton where US POWs were tortured.
    The museum now at the Hanoi Hilton insists that the POWs were treated well.

Why Hanoi, Vietnam might not be annoying:

    Its architecture is a mix of French and traditional Vietnamese.
    American bombing raids during the Vietnam War concentrated on the city's bridges and railways, so most of its historic buildings came through intact.
    It was named one of the top 10 cities for shopping in Asia by Smart Travel Asia.
    It was named one of the top 10 cities for food in the world by Sherman Travel.
