Why he might be annoying:

He joined the Young Communist League in his teens.
His reputation for ruthlessness earned him the nickname 'the Prince of Darkness.'
He resigned as head of the Board of Trade (December 23, 1998) after failing to report having received a 373,000 interest-free loan from a millionaire whose businesses were subject to an inquiry by the Board.
He resigned as Secretary of State for Northern Ireland (January 24, 2001) amid allegations of using his position to obtain a positive decision on the passport application of Indian mogul Sirchand Hinduja.
As a trade commissioner, he publicly feuded with French President Nicolas Sarkozy, who accused him of 'selling out' European farmers (2008).
He was a holiday guest on the yacht of Russian oligarch Oleg Deripaska, whose company benefited from cuts to aluminum tariffs made by Mandelson as trade commissioner.

Why he might not be annoying:

He was credited with the 'New Labour' rebranding that led to the party's victory in 1997.
After he was outed by 'Newsnight,' his partner, Avila da Silva, was harassed by the press (1998).
An independent inquiry into the Hinduja passport allegations found concluded that Mandelson had not acted improperly.
A protester against the expansion of Heathrow Airport threw a green custard in his face (March 6, 2009).
He inspired the character Sebastian Love (played by David Walliams) in Little Britain.
