He voted against the Telecom Act of 1996, which provided for deregulation.
He voted against the 1997 Balanced Budget Amendment.
He beat John Thune in 2002, yet Thune claimed the other Senate seat in 2004.

His brain hemorrhage was due to a congenital tangling of blood vessels.
His brain hemorrhage pushed aside partisan politics (for a while at least).
As long as there is a heartbeat, he can't be forced out of the Senate.
His seat was held by Karl Mundt, who was also disabled (1969) yet didn't resign.
On February 15, 2007, he co-sponsored his first legislation since being hospitalized.
