Why he might be annoying:

He voted against the Telecom Act of 1996, which provided for deregulation.
He voted against the 1997 Balanced Budget Amendment.
He beat John Thune in 2002, yet Thune claimed the other Senate seat in 2004.
He opposed the 2001 and 2003 Bush tax cuts.
He voted against the Unborn Victims of Violence Act of 2004 ('Laci and Conner's Law').
He voted to confirm Samuel Alito (January 2006).
He voted to allow illegal immigrants to participate in Social Security (2006).
He was unknown prior to his 2006 stroke-like bleeding in the brain.
His hospitalization endangers the Democrats' slim Senate majority.
