Why he might be annoying:

He was a political appointment with no experience in emergency management.
His response to the Hurricane Katrina disaster was incompetent and caused the loss of many lives.
After Hurricane Frances in 2004, he authorized $30 million in aid to Miami, a city which was not affected by the storm.
He hired FEMA inspectors who had felony convictions.
He was fired from his job prior to FEMA, heading the 'International Arabian Horse Association.'
His law degree came from a non-accredited school.
He ran for congress in 1988 and lost big.
Because of his incompetence, he was removed from managing the Hurricane Katrina Relief effort, even though his department is suppose to be responsible (September 9, 2005). He resigned as head of FEMA several days later.

Why he might not be annoying:

He was confident he could win when he ran for congress.
George Bush on his handling of the hurricane that destroyed New Orleans, said 'Brownie, you're doing a heck of a job' (September 2, 2005).
