Why he might be annoying:

    He was elected to Parliament when he was too young to serve, so he went on an extended tour of Europe until he turned 21.
    He was the Prince Regent's fifth choice for Prime Minister after the assassination of Spencer Percival. (The first four choices were unable to form cabinets.)
    His government suspended the right of habeus corpus for two years (1817-19).
    He reacted to the Peterloo Massacre (in which fifteen people were killed when cavalry charged into a crowd of peaceful demonstrators calling for voting reforms) by limiting the rights to free speech and assembly (1819).

Why he might not be annoying:

    As one of his first acts as Secretary of War, he convinced the rest of the cabinet to support the Duke of Wellington's army in Portugal.
    He was the first Prime Minister to wear long pants instead of knee breeches.
    During the Congress of Vienna (1814-15), he lobbied for an international ban on the slave trade.
    His government repealed the laws banning trade unions (1824).
    He was a skilled politician, able to balance the demands of the liberal and reactionary wings of the Tory Party. (A feat his immediate successors had trouble replicating.)
