Why he might be annoying:

    He is an Angus King lookalike.
    He got into one of his earliest legislative controversies when he attempted and failed to repeal his home state's (admittedly dated) 'Sodomy Laws.'
    He opposed legislation cracking down on Wal-Mart (which happens to be headquartered in a neighboring Congressional district in Arkansas).
    His polling numbers were so low in the lead-up to the 2010 midterm elections that he saw the writing on the wall and retired from Congress.

Why he might not be annoying:

    He served in the US Marine Corps during the Vietnam War at the rank of corporal.
    He was a practicing physician who served his residency at the University of Arkansas for Medical Sciences.
    After completing his residency, in 1982, he worked as a family practice physician for 15 years.
    He volunteered his medical training overseas at Cambodian refugee camps (in Thailand), Salvadoran refugee camps (in Honduras), and Ethiopian refugee camps (in Sudan).
    He was among the 133 members of the House who voted against authorizing the invasion of Iraq.
    He was one of only two Congressmen to vote against prosecuting Saddam Hussein.
    He was on Sarah Palin's Take Back the 20 crosshairs map despite the fact that he was retiring at the end of his term (which the map even made note of).
