Why he might be annoying:

    He was a career politician.
    He landed the position of the commissioner of the CFL, despite having no experience in the sport.
    He was the first of two men to hold the position of CFL commissioner during the 1967 calendar year.
    His tenure as the CFL commissioner was short, as he left the position to return to politics.
    He caused a stir in the Liberal Party of Canada when he publicly questioned John Turner’s leadership.

Why he might not be annoying:

    He worked as a radio station manager, prior to entering politics.
    He was considered an excellent political strategist by his peers.
    He played an integral role in the campaigns that saw the Liberal elected governments of Lester B. Pearson, Pierre Trudeau and John Turner respectively.
    He was the second commissioner in the history of the Canadian Football League.
    He earned the Order of Canada on recognition of his work in the public service (1999).
