Nominated for Secretary of Defense, but was defeated (1989)

Why he might be annoying:

He was one of the only two Republican Senators who were part of the 'Southern bloc' that actively opposed civil rights bills in the 1960s.
He was a die-hard advocate of the Vietnam War.
He was an alcoholic.
He was rumored to be a womanizer, which was brought up during his divorce in 1987.
When he was nominated for Defense Secretary in 1989, his critics claimed he had too many ties to private defense contractors and that his alcoholism would harm his performance.

Why he might not be annoying:

He served in World War II.
He was the first Republican Senator elected in Texas since 1870.
He was an advocate for a strong national defense.
He was a strong anti-communist.
He eventually changed his position on civil rights and voted for the Voting Rights Act of 1982.
Although he was a hard-core conservative especially on defense, he headed the commission that investigated the Iran Contra scandal and criticized the Reagan administration.
He was killed in an airplane crash with his daughter.
