    Born in Cookesville, Tennessee
    Tax assessor for Putnam County, Tennessee (1997-99)
    While running for State Senate, killed his opponent, incumbent Tommy Burks, in a drive-by shooting (October 19, 1998)
    Convicted of first degree murder and sentenced to life without parole (August, 2000)
    Died in prison

Why he might be annoying:

    He changed his middle name from Anthony to (Low Tax) for a political boost.
    As tax assessor, he spent more time sending off boastful press releases to newspapers than showing up at work.
    He used his position to offer tax breaks to developers who donated to his politcal campaign fund.
    His ex-girlfriend (who he had presented in campaign ads as his wife) sued him, claiming he had forced her to have sex with him and had tried to steal her house by creating a fake deed showing him as the owner.
    Under an obscure Tennessee law, if a candidate died within 30 days before an election, his name would be removed from the ballot and not replaced. As a result of the murder, Looper was the only candidate on the ballot.
    He constantly claimed he was the victim of a conspiracy by his political enemies.
    A few hours before his death, he assaulted a pregnant prisoner counselor.

Why he might not be annoying:

    He attended West Point and received an honorable discharge after suffering a serious knee injury.
    He issued an offical apology for his behavior as tax assessor, claiming he had been 'overzealous' in promoting tax fairness.
    His plan to get elected to the State Senate by default failed as Burks' widow Charlotte ran a write-in campaign and was elected by a 20-1 margin.
