Why he might be annoying:

At a state dinner he allegedly compared the cleavage of the wife of the Egyptian ambassador to the pyramids.
A special counsel investigated rumors that he snorted cocaine at Studio 54.
Esquire magazine called him 'one of the last people you would put in charge of anything, much less a country.'
He unsuccessfully ran for the Senate from Georgia (1986).

Why he might not be annoying:

Although he was ruled 4-F because of flat feet, he worked as a civilian volunteer in Vietnam, assisting refugees.
After Carter was elected governor, he wrote an 80-page memo outlining a successful strategy for reaching the White House.
He and his wife founded camps for children with cancer and diabetes.
Before succumbing to mesothelioma, he successfully battled non-Hodgkin's lymphoma, melanoma and prostate cancer.
