King of France (1814-March 1815, July 1815-1824)
Younger brother of King Louis XVI
Installed on the throne after the fall of Napoléon

Why he might be annoying:

He was incredibly fat and ugly.
Although his actual reign began in 1814, he had been referring to himself as king since 1795.
His pretentiousness led him to be dubbed 'The Pretender' by some contemporaries.
He was essentially a puppet of the British who had helped put him on the throne.
He dreamed of returning France to the aristocracy it had been before the French Revolution.
When Napoléon returned to France during the Hundred Days, he turned his tail and fled (1815).

Why he might not be annoying:

He was forced to flee France during the French Revolution (1791).
He didn't attempt to conquer Europe like his predecessor tried to do.
To his dismay, his power was limited by a constitutional legislature.
Ironically, freedom of expression was much greater under his rule than Napoléon's, which was supposedly a republic.
He has a proud place in history books as 'that fat guy who came after Napoléon.'
