Why he might be annoying:

Considering Ted's unfortunate history around water, 'Splash' may not have been the most judicious choice for a name.
A dog writing an inside look at Washington? It's been done.
As a dog, he was barred from the Senate floor.

Why he might not be annoying:

He growled at Senators Joe Biden and Paul Wellstone when they would not shut up during a Democratic caucus, no doubt earning the gratitude of the other Senators.
Kennedy was fond of starting his mornings by hitting tennis balls with a racket for Splash to fetch.
The Kennedys got him because Portuguese water dogs are considered hypoallergenic and Ted's son Patrick is allergic to dogs.
He inspired Kennedy to purchase two more Portuguese water dogs and to buy one as a gift for Barack Obama.
In a bit of pet bipartisanship, he received a rawhide bone with the note, 'From Barney to Splash.'
