    The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.
    Supreme Court Justice Sandra Day O'Connor in support of the amendment wrote 'Congress will nibble away at state sovereignty, bit by bit, until someday essentially nothing is left but a gutted shell.'
    It is favored by Republicans (less federal government) and disparaged by Democrats (more federal government)

Why Amendment X - State's Rights might be annoying:

    It allows states to have different, and even conflicting, laws.
    It weakens the federal government.
    It alleviates federal government responsibility from assisting in local emergencies.
    The federal government circumvents this amendment to promote its own selfish interests.
    It questions the legality of nationally funded programs such as Social Security and farm subsidies.
    It is abused even by its staunchest allies. Republicans relied on federal assistance to settle the dispute in Florida, to get George Bush elected president (2000).
