Outlaw

The Resume

    (1967- )
    Born in Puerto Rico
    Raised in Philadelphia
    Joined the L.A.P.D. in 1989
Transferred to the Rampart CRASH (Community Resources Against Street Hoodlums) division in 1995
Arrested for stealing six pounds of cocaine (street value $800,000) from an L.A.P.D. property room (August 25,1998)
Paroled after three years of incarceration
Pled guilty to violating the civil rights of Javier Ovando and possessing a firearm with a filed down serial number (December 17, 2001)
Served time in Federal prison and released on parole
Changed his name to Ray Lopez
Pled no contest to lying in his application for a CAdriver’s license (June 30,2005) - sentenced to three years probation and 300 hours of community service
Named in a wrongful death lawsuit brought about by the relatives of Notorious B.I.G. (April 16, 2007)

Why he might be annoying:

He is a shining example of good cop gone bad.
He and his partner shot an unarmed Ovando four times, paralyzing him, planted a gun on him and testified at trial, resulting in a 23 year sentence for Ovando.
This was not his first time - he killed a 21-year-old drug dealer in 1996, planted a gun on him and was never charged with a crime.
Cops suspect he was the getaway driver of a $722,000 bank robbery by a former cop and friend of Perez but had no evidence (the former cop wouldn't talk).
He was photoed flashing Bloods gang signs and was believed hired by Suge Knight to help murder Biggie Smalls in retaliation for the murder of Tupac Shakur.
Once he cut a deal with the D.A.'s office he gave up 70 other Rampart officers and 106 L.A.P.D arrests were overturned.
In a prepared statement read at his sentencing he said, 'I cheated on my wife. I cheated on my employer, and I cheated on all of you, the people of Los Angeles.'

Why he might not be annoying:

After graduating high school, he joined the U.S. Marine Corps.
He stated as a kid he wanted to be a cop so he could arrest bad guys like he saw on 'Adam 12.'
Before he turned bad, he was valued for his fluency in Spanish and understanding of street gang tactics.
Once the shit hit the fan, Ovando's conviction was overturned (after 2½ years in prison) and he later received a $15 million settlement.
It was said he did what Rodney King couldn't do - bring the L.A.P.D. under federal supervision.
