Why he might be annoying:

    After Pearl Harbor, the Roberts Commission found him in dereliction of duty.
    He ordered the Army's fighters parked close together, making them easier targets in the bombing.
    He did not have the base's radar equipment manned at the time of the attack.
    The army and navy in Hawaii did not share intelligence information or plan a joint defense.

Why he might not be annoying:

    Since the main threat in Hawaii was thought to be sabotage, parking the planes close together made sense.
    Many feel he and Navy Admiral Husband Kimmel were scapegoats for intelligence failures higher up the chain of command.
    One member of the Roberts Commission, Admiral William Standley, disavowed the final report, saying, 'If they had been brought to trial, both would have been cleared of the charge.'
    The US Senate passed a non-binding resolution to exonerate him and Kimmel (1999).
