Why he might be annoying:

After he justified Reagan vetoing a bill that would tighten ethics regulations by claiming that it was restrictive it would bar a president from applying for a camping license after leaving office, Barney Frank called his statement 'the most outrageous example of misrepresentation I've seen.'
He hated to have press briefings filmed.
He gained a lot of weight during the Bush administration and said the casualties of the Gulf War included 'my waistline.'
He said, 'Don't say I said anything bad about Hilary. I'm as scared of her as everyone else.' (1993)

Why he might not be annoying:

When he was named Reagan's acting press secretary, White House reporters broke into spontaneous applause.
Ellen Warren, the White House correspondent for Knight-Ridder, said 'What makes Marlin so professional is that he learned his craft the hard way. He's not some jerk who got his job because of connections.'
He was the first person to serve as White House Press Secretary for two presidents.
He became a consultant on The West Wing after fellow press secretary Dee Dee Myers suggested to the show's producers that a Republican's point of view would be useful.
