Why he might be annoying:

He held no important political office until he was 47.
He became emperor largely because he was one of the few remaining members of the Julian family who survived the purges of Caligula.
Essentially, he was the Gerald Ford of Roman emperors.
He became emperor after the Praetorian Guard found him hiding in the palace.
He went into semi-retirement and allowed for his wife, Messalina, to administer the government.
During this time, his wife practiced cruelties and extortion without restraint.
He married his niece, Agrippina the Younger and deprived the son he had with Messalina for Agrippina's son, who happened to be Nero.
He eventually was poisoned by Agrippina.

Why he might not be annoying:

His administration was seen as the point when the power of the nobility began to decline.
He eventually had Messalina executed.
He spent a lot of his wealth in building infrastructure, especially in the construction of the Claudian aqueduct.
During his reign, the Roman armies successfully fought against the Germans, the conquest of Britain was begun and many new Roman provinces were successfully established.
