Why he might be annoying:

He increased the debt of New York State four times the amount it was when he entered as governor.
He was the second Vice President to be appointed to his position rather than elected, the first being Gerald Ford.
He had been selected as a vice president to keep him from having a presidential campaign in 1976.
He died of a heart attack during sex with his mistress Megan Marshak.
Marshak, afraid of calling the police, left him on the floor of his apartment, where he lingered for hours.

Why he might not be annoying:

He had strong views on civil rights which kept him from getting nominated for president by Republican leaders.
He funded many infrastructure projects for New York State.
He helped make the State University of New York the largest provider of higher education in the country.
He passed extremely strict drug laws in New York State that remain as one of the toughest in the United States.
He was a collector of modern art.
