Why he might be annoying:

After several black suspects died in police chokeholds, he said the deaths occurred because black people's arteries ‘do not open up as fast as they do in normal people' (1982).
His disdain for community policing programs contributed to an ‘us vs. them' attitude between the LAPD and city residents.
The city had to pay $11 million to settle police brutality suits in a single year (1990).
He said ‘Casual drug users should be taken out and shot. We're in a war and drug use is treason.' (1990)
When the Rodney King riots started, he told reporters that the situation was under control and attended a political fund-raiser (1992).
Under his successor, complaints against the police dropped by more than 50%while violent crime declined by 20%.

Why he might not be annoying:

He served with the Navy during World War II.
He had the top score on every police promotion exam that he took.
He played a key role in developing the first SWAT team.
