Why he might be annoying:

    After Hurricane Katrina, he diverted two National Guard trucks and a helicopter to rescue personal effects from his home.
    The FBI videotaped him allegedly receiving a $100,000 bribe (July 30, 2005)
    Four days later, the FBI raided his home and found $90,000 cash in his refrigerator.
    Despite the ongoing FBI investigation, he was returned to office in an election that featured voter turnout of barely 16%.
    He was named one of the '20 Most Corrupt Members of Congress' by Citizens for Responsibility and Ethics in Washington (2006).

Why he might not be annoying:

    He led a successful student protest against substandard facilities at Southern University (1969).
    He was Louisiana's first black representative since Reconstruction.
    He lost his position on the influential Ways and Means Committee until he is cleared of wrongdoing.
