Why Wales might be annoying:

It failed to gain independence from England in 1283 and has always remained under English/British control.
The term 'Welsh' has come to refer to someone who backs out of a promise to make good on a payment.
Its head of state is not one of its own, but one of England's monarch's children.

Why Wales might not be annoying:

The term 'Briton,' from which we get the name 'Great Britain,' originally referred exclusively to the Welsh people, so technically, the only true Britons in Great Britain are the Welsh.
The Welsh (Cymry) culture has been distinct from English culture since the 7th century AD.
It is a principality, thus the head of state is a prince or princess.
The Prince(ss) of Wales one day gets to be King/Queen of all of Great Britain.
It now has its own National Assembly.
