Why he might be annoying:

He failed to find Iraq's nuclear weapons program in the early 90s; it was only discovered after the Gulf War.
It was apparent from his reports to the UN that he was biased against finding weapons.
He actually believed the Iraqi government's propaganda statements on various occasions.
He referred to several members of the US government as 'bastards.'
His inspection team was forced to take 'cultural sensitivity' courses because he was afraid of offending the Iraqis.
Very few people have confidence in his searching abilities.

Why he might not be annoying:

He is usually level-headed.
He took responsibility for his errors before the Gulf War.
He supports Sweden's nuclear energy program.
