Why he might be annoying:

    He was an official in the government mainly because of his wealth.
    He was so supportive of declaring war on Spain that McKinley used Hobart's pen to sign the declaration of war.
    He influenced McKinley to keep the Philippines as a U.S. territory.
    He almost had no political experience except for a few things he did in the New Jersey state legislature.
    He died as Vice President with no real accomplishments.

Why he might not be annoying:

    He was once offered the vice presidency under James Garfield and would have became president, as Garfield was later assassinated.
    He could have became president after the assassination of McKinley had he lived longer.
