Why he might be annoying:

    His rise to political power was predicated on political nepotism (his dad, Steve, was Kentucky's two-term governor).
    He sued Governor Matt Bevin multiple times, while he was Attorney General, over what he argued was the governor’s abuse of executive powers.
    Ironically, he has been accused of executive overreach during his response to the COVID-19 pandemic.
    During a press briefing, he issued an ultimatum to Kentucky's Christian community warning them that their license plate would be recorded, resulting in a fourteen-day quarantine, if they attended church on Easter.
    His press briefings birthed him a Reddit cult following ('Govern me daddy!').

Why he might not be annoying:

    He ran on a platform of improving education in Kentucky and on fighting the opioid crisis.
    He defeated Matt Bevin in a surprising upset win that shocked many.
    He reversed the previous administration's Medicaid overhaul during his first week in office.
    His press briefings inspired many Internet memes (mostly focused on his appearance).
    Salon hailed him as 'the clean-cut sex symbol for the coronavirus age' (wait ... what?)
    He was Kentucky's first governor to appear at the Fairness Rally, an anti-discrimination event organized each year by LGBTQ leaders.
