Why he might be annoying
He allegedly financed the 'Black September Movement,' which was responsible for killing Israeli athletes at the 1972 Olympics.
He ordered the murders of Libyan dissidents living abroad (1980).
He ordered the bombing of a German discotheque, which wounded over 80 US servicemen (1986).
He paid Carlos the Jackal to kidnap and release several Iranian and Saudi Arabian oil ministers when it benefited him to do so.
He refused to extradite two Libyans accused of planting a bomb on Pan Am flight 103, which killed 270 people over Lockerbie, Scotland (1988).
He befriended the Soviet Union during at the height of the Cold War, and Libya was one of the first non-Soviet bloc countries to have MiG-25 aircraft fighters.
He said: 'the streets of America will run red with blood.'
He said: 'we consider ourselves in a state of war due to continued actions of American politicians.'
He said: 'Ronald Reagan plays with fire. He sees the world like the theater.'
Many speculate his recent political actions have solely been done to remove United Nations sanctions placed on Libya.
Why he might not be annoying
He announced that his country had a 'weapons of mass destruction' program, and allowed international inspectors into Libya to observe and dismantle them (2003).
He finally turned in the two Libyans accused of planting the bomb on Pan Am flight 103 (1998).
He offered to pay compensation to the victims' families (2002).
He was one of the first Arab leaders to condemn the September 11th terrorist attacks, and he denounced Al-Qaeda.
He rejected communism as being impure to Islamic philosophical thought.
He is involved in many pan-African causes, including the Organization for African Unity.
He is now considered as one of the more moderate Arab world leaders due to his policy changes towards western democracies.
