Why he might be annoying:

He dismissed Belgium as 'small country, small people.'
He established the Belgian Congo as his personal kingdom, hoping to get rich.
He enslaved the people of the Belgian Congo to provide rubber and ivory.
Slaves were punished in horrifying ways, such as whipping or cutting off hands.
His rule led to the deaths of millions of Africans.
After a public outcry, he had to turn the Congo over to the Belgian government.
He had miserable relationships with his wife and daughters.

Why he might not be annoying:

He actually convinced people that taking over the Congo would make the natives lives better (how's that for persuasive?).
The Belgian Congo inspired Joseph Conrad's novel 'Heart of Darkness.'
