Why he might be annoying:

    His presentations in congress are prop heavy.
    He presented a baby named Maddy during his speech against health care reform, explaining what the baby ‘thought.’
    He lost the position of House Minority Whip to corrupt congressman Roy Blunt.
    He and three other congressmen were accused of trying to intimidate Muslims from participating in the American political process when they launched in investigation into the Council on American Islamic Relations.
    He announced his plan to retire, only to retract it and seek reelection.

Why he might not be annoying:

    His baby shenanigans provided comedians with great material.
    He helped make for some light hearted moments in a serious debate.
    As of 2009, he had been reelected seven times.
