Why he might be annoying
His uncanny resemblance with his predecessor, Saparmurat Niyazov, sparked rumors that he was the late president's illegitimate son.
THe rumors were spread in order to justify his hold onto power.
He continued his predecessor's repressive regime.
His name is even longer and harder to spell than his predecessor's.
Although he is described as quiet and obedient, he is also described as 'tricky.'
He forgot to improve the plight of Turkmenistan's Uzbek minority.
He was responsible for issuing his predecessor's controversial health service reforms, which included the closure of all hospitals outside Ashgabat and the replacement of 15,000 health care workers with inexperienced army conscripts (2005).
When he was acting president for his ailing predecessor, the People's Council of Turkmenistan deleted Article 60 of the Turkmen Constitution, which forbids the acting president to run for election, just so that he could run for election (December 24, 2006).
Opposition leaders called him weak-willed and having little influence.
His election was criticized as a huge 'mistake'.
He removed satellite dishes from houses in Ashgabat, calling them 'ugly' (December 2007).
He keeps a tight rein on the media.
Why he might not be annoying
He eliminated his predecessor's extravagant personality cult.
He added foreign languages to the school curriculum and increased the number of school years for Turkmen children.
He opened Internet cafes in Ashgabat.
He returned pensions to more than 100,000 elders (March 2007).
He released thousands of prisoners, including government officials.
He worked as a dentist (1980-1995).
He improves Turkmenistan's foreign relations by using his country's abundant natural gas reserves.
He tried to attract foreign tourists into Turkmenistan by constructing a multi-billion dollar tourist resort on the Caspian Sea.
