Why he might be annoying:

    He wears thick horn rimmed glasses.
    In 2009, he and another government employee were fined $250 each for soliciting campaign donations during work hours via a government e-mail account.
    In a situation similar to the late George Herbert Walker Bush in 1990, he reversed course on his pledge of 'not raising taxes' when he presented the state budget for 2019-20 fiscal year indicating necessary tax increases (February 24, 2019).
    Despite promising in his gubernatorial campaign more transparency and accountability, he scrapped a public website created under his predecessor that tracked compliance on public records requests.
    He also drew criticism from open records advocates and journalists after his office refused to release a day’s worth of emails.

Why he might not be annoying:

    He married his high school sweetheart.
    He earned his doctorate from the University of Wisconsin at Madison.
    He suffered from esophageal cancer in 2008 resulting in him undergoing intensive surgery.
    As state superintendent, he worked with the Great Lakes Inter-Tribal Council and the federally recognized tribal nations in Wisconsin to begin an MOU process with tribal indigenous groups to outline the working partnership the state seeks to establish and grow with each sovereign nation.
    Like fellow new governor Gretchen Whitmer in Michigan, he faced political obstruction and maneuvering from a Republican-controlled legislature.
    He withdrew Wisconsin National Guard Troops from the US-Mexico border stating that there was not enough evidence supporting a national security crisis at the Southwestern border.
    He has a dry, but witty sense of humor.
