Many people felt he went way beyond the boundaries in his investigation.
He was originally hired to investigate Clinton's role in Whitewater, but got involved in Clinton's sex scandals.
He spent a lot of taxpayer money for his investigation.
After all his work, everything remained unchanged.

Why he might not be annoying:

Linda Tripp wiretapped Monica Lewinsky and gave the tapes to Starr.
Starr used the illegal tapes and then got Tripp arrested for wire tapping.
