    As a Congressman, he was part of the highly polarizing House Select Benghazi Committee.

Why he might not be annoying:

    He graduated West Point (first in his class).
    After his time in the Army, he graduated Harvard Law School.
    He was influential in brokering a meeting between Donald Trump and Kim Jung Un.
    His relationship with Donald Trump was less contentious than that of his predecessor, Rex Tillerson.
    Even with a personal history of opposing gay rights, his name was attached to the State Department's official press statement celebrating Pride Month (2018).
