Why he might be annoying:

He served as Stalin's right-hand man during the purges, recommending who should be eliminated and who should replace them.
He was accused of personally torturing detainees during a purge in Armenia.
He imitated Stalin in dress and appearance.
He was known for his heavyset and solemn demeanor, with one Western diplomat saying that his picture was 'the best anti-Communist propaganda I know.'
Just ten days after he took power, he was forced to hand over leadership of the Communist Party to Nikita Khrushchev.
Two years after being replaced as Premier, he organized an unsuccessful coup against Khrushchev (1957).

Why he might not be annoying:

He was placed in charge of Soviet aircraft production during WWII.
He recommended that the Soviet economy shift its emphasis from heavy industry to produce more consumer goods.
His belief that in the nuclear era the Soviet Union and United States had to establish a relationship not based on war being inevitable was adopted by Khrushchev as the doctrine of peaceful coexistence.
He reportedly became a devout Russian Orthodox Christian in his later years, including singing in a church choir.
