Why he might be annoying:

He designed his robe with goofy gold rings around the sleeves when presiding over President Clinton's 1999 impeachment trial.
He politicized the Supreme Court by hearing and delaying the Florida presidential re-count of 2000, so that time could run out.
He was a strict conservative.
He publicly complained that law offices would recruit lawyers right out of law school and pay them more than top judges.
CNN said 'Rehnquist has been known to cut lawyers off in mid-sentence when their time has expired and to berate those who don't know or don't follow the rules.'
He also insists that they call his colleagues on the Supreme Court, 'Mr. Justice' or 'Madam Justice,' rather than the more common, 'Judge.'
He was an advocate for keeping the supreme court closed from cameras and mass public access.

Why he might not be annoying:

He moved from the extreme conservative side to moderate conservative. (Court watchers believe this because of the growing ratio of conservatives on the court).
