Why he might be annoying:

His regular speaking voice has a thick Boston accent.
He quit the Howard Stern Radio Show, after one year, refusing to renew his contract because he did not like getting up early in the morning.

Why he might not be annoying:

Billy joined the Howard Stern Radio Show as a regular for 3 days a week (Monday-Wednesday) (February 7, 1994)
Prior to that, he did some voice work for Howard on the radio and appeared on his WWOR-TV Show.
He provided imitations of Leona Helmsley, Lucille Ball, Suzanne Pleshette, Marge Schott, Larry Fine, Red (the irate bartender), Ed McMahon, Jackie Martling, etc. on the Stern show.
He said: 'I've had it with phony-baloney show-business people. Working with Stern is the most refreshing change of pace I've ever had.
He correctly points out that when impersonating someone the voice is important, but thinking and reacting like them is equally, if not more important.
