    His run for president in 1980 quickly disintegrated and he dropped out.
    He was criticized as President Ronald Reagan's Chief of Staff by conservatives for not doing enough to prevent Supreme Court nominee Robert Bork from getting rejected.
    He was the first Republican in Tennessee to be elected to the Senate since reconstruction.
    He was the first Southern Republican Senator to vote for civil rights.
    He served as Vice Chairman of the Senate Watergate Commission.
    He was a moderate conservative who, being a talented legislator, could get significant numbers of Democrats on his side.
    He was respected by both Republicans and Democrats.
    He helped push the Voting Rights Act of 1982 through the Senate despite a stubborn resistance by Jesse Helms and John P. East.
    He was awarded the Presidential Medal of Freedom on March 26, 1984.
