Why he might be annoying:

He betrayed his fellow firemen by accepting the job of Fire Commissioner while still President of the Union.
At the press conference for his appointment to Commissioner, he kept saying, 'This is weird.'
As Commissioner, he took out vendetta's against people he didn't like, including terminating a Fire Marshall for not wearing a tie to a meeting.
He treated the EMT's and Paramedics of the FDNY like they were second class citizens.
Because of this, an anonymous paramedic created the, 'FDNYEMSWEBSITE,' that criticized his treatment of personnel, and the way he ran the FDNY.
This prompted him to try and subpoena America Online for the paramedics' name, so that he could fire the person for misconduct.
Firemen drinking on duty were overlooked while he was Commissioner.
He was so hated by the rank and file, that several families of firemen killed on September 11th, requested that he not attend the funeral.
AKA 'Tommy VonYesman' and 'Commissioner Can Man.'
He was booed by firemen during the concert for New York.
His legacy in the FDNY is that of a traitor.

Why he might not be annoying:

He was the Fire Commissioner during the September 11th attack.
He quickly restored the stability of the command structure of the FDNY after the attack.
He was a fireman on one of the busiest Hook and Ladder Companies in the South Bronx in the 1970's, when a scourge of arson plagued the borough.
He lobbied for, and secured $50 million to build a new, state of the art, fire training academy in New York City.
He expanded training of the FDNY to include the increased threat of bio-terrorism and hazardous materials incidents.
He opposed Affirmative Action quotas, yet he did see the need for diversity, and implemented an aggressive recruiting drive in the minority sections of New York.
During an interview in August of 2004, he was quick to admit that he failed to address certain disciplinary issues.
The Fire Marshall he terminated got his job back with back pay.
Pressure from the media prevented him from getting the AOL subpoena.
