Busted for possessing crack cocaine (1990)
Sentenced to a six month jail term (October 1990)

Why he might be annoying:

He was caught smoking crack during his third term in office.
The event got him arrested and forced him to step down as the mayor.
He said of the bust: 'Goddam bitch set me up.'
Four years later, he ran again for mayoral office, and won (1994).
Some cops found cocaine and pot in his car, which he claimed the police had planted (2002).
Despite his past, he was still elected to the D.C. City Council (2004).

Why he might not be annoying:

He turned his life around.
He survived prostate cancer.
He was involved in the civil rights movement.
He was shot in the chest by terrorists in the D.C. District Building (1977).
