Why he might be annoying:

Pepsi Cola lobbyists slipped him money to end the government investigation on Pepsi's illegally obtained 1.5 million gallons of high-grade sugar-cane syrup.
He got sugar rationing to end earlier.
He branded people as 'communists,' including government officials (1950's).
Americans sent him donations to hunt communists, which not only did he accept but wrote back to each contributor asking for more money.
He continued his hunt for communists and had many hollywood stars blackballed.
He may have been the scariest bully in the US until 1954 when he took on the US Army.
The hunt ended after the grilling of a soldier during the Army-McCarthy hearings, when US Army chief attorney, Joseph Welch, stood up and said: 'Until this moment, Senator, I think I never really gauged your cruelty or your recklessness. Let us not assassinate this lad further, Senator. You have done enough. Have you no sense of decency, sir, at long last? Have you no sense of decency?'
Shortly there after he became the third US senator to be condemned by the Senate (67-22).
Despite his reckless accusations of calling people 'communist,' he never directly convicted anyone for such a crime.
He became an alcoholic and died (1957).
If someone would bad mouth the Republican party, he would label them commies.
He played on people's fears.
He portrayed communism as the supreme evil.
He died of peripheral neuritis (an effect of alcoholism).

Why he might not be annoying:

He was able to manipulate the American public by taking advantage of communist hysteria.
To this day, the term 'McCarthyism' is used to describe an empty accusation.
His personality was strong and powerful.
He was a U.S. marine.
