    Born in Albany, New York
    Member of the Army Corps of Engineers
    Oversaw construction of the Pentagon (1940-42)
    Military director of the Manhattan Project to develop the atomic bomb (1942-45)

Why he might be annoying:

    His chief aide, Major General Kenneth Nichols, wrote, 'General Groves is the biggest S.O.B. I have ever worked for.'
    A Manhattan Project scientist said he made it 'a matter of policy to be as nasty as possible to his subordinates.'
    A few months before the first successful Soviet atom bomb test, he was predicting it would take 20 years before Russia could produce nuclear weapons.

Why he might not be annoying:

    He graduated fourth in his class from West Point.
    He successfully organized and led one of the largest ever government projects, involving thousands of scientists, engineers and soldiers spread across the US.
    When Robert Oppenheimer was accused of being a Soviet agent, Groves testified that he had no doubts about the scientist's loyalty (1953).
