Why he might be annoying:

    He gave up his house seat after one term to campaign unsuccessfully for the Senate.
    He was convicted of one count each of conspiracy and mail fraud as part of Kenneth Starr's investigation of the Whitewater scandal (1996).
    He announced he would resign after the conviction, then, on the day Lieutenant Governor Mike Huckabee was scheduled to be sworn in to replace him, declared he would not leave, since the Arkansas constitution was unclear on whether he could serve while appealing his conviction (July 15, 1996).
    He changed his mind again and resigned at the last minute, largely because the state legislature, having convened in Little Rock for the expected Huckabee inauguration, indicated they were more than willing to impeach Tucker.
    He was ordered to pay $1 million and sentenced to four years probation for setting up a sham bankruptcy to avoid paying taxes on a cable TV company he had sold (1999).

Why he might not be annoying:

    He finished at the top of his officer candidate training camp in the Marine Corps Reserves before he was discharged for medical reasons (chronic ulcers).
    He covered the Vietnam War as a freelance war correspondent (1965-67).
    As prosecutor for the 6th Judicial District of Arkansas (1971-72), he managed to clear out a backlog of over a thousand cases left by previous administrations.
    He underwent a liver transplant (1997).
