Why he might be annoying:

    He was a cross dresser.
    He was suspicious of everyone (especially JFK and MLK).
    The only picture of him kissing a girl was that of child star Shirley Temple.
    He captured John Dillinger, although many say he hid until Dillinger was shot dead and then took the glory.
    He slept in the nude.
    He refused to confront the mafia, fearing that in many communities they owned the police force and the mayor (the FBI won't succeed against those odds).
    Many presidents feared him, because he kept damaging dossiers on them.
    When Richard Nixon was advised of Hoover's death he said: 'Jesus Christ! That old cocksucker!'
    He lived with his mother until she died.
    He had nude male statues in his garden.
    He never dated.
    He may have had a secret affair with Clyde Tolson.
    Under Hoover, Tolson's rise in the FBI was unprecedented until he became second in command.
    He and Tolson rode to work together, lunched together, went to parties and functions together, even vacationed together.
    If someone accused him of being a homosexual, he would hunt that person down and make their life miserable.
    He had a strong morality, and may have fought his desires.
    He kept lists of every famed person he found immoral, listing there peculiarities in secret files.
    He thought Charlie Chaplin was a communist and had him deported.

Why he might not be annoying:

    He was Washington D.C. Central High School class valedictorian (1913).
    He was instrumental in helping wipe out depression era criminals (John Dilliner, Pretty Boy Floyd, Baby Face Nelson, etc.).
    He conceived the '10 Most Wanted' list.
    When he took over the FBI, he fired a number of the 650 employees he deemed unqualified.
    He then replaced them with loyal people and turned the FBI into a professional crime fighting machine.
    He established formal training for agents (1928).
    After his death, columnist Jack Anderson, who greatly disliked Hoover wrote: 'J. Edgar Hoover transformed the FBI from a collection of hacks, misfits and courthouse hangers-on into one of the world's most effective and formidable law enforcement organizations.
    Under his reign, not a single FBI man ever tried to fix a case, defraud the taxpayers or sell out his country.'
    He opposed the mass detainment of Japanese-Americans during World War II because he had already arrested those believed to be security threats.
