Why he might be annoying:

As a member of the Louisiana House, he earned a reputation for calling press conferences -- sometimes just hours before his fellow Republicans were scheduled to make a joint announcement -- to take solo credit for a group initiative.
The day after Hurricane Katrina struck, he insisted water levels were going down in most of New Orleans when they were actually rising.
He compared gay marriage to hurricanes Katrina and Rita.
He dismissed allegations that he'd had an affair with a prostitute as 'just crass Louisiana politics.' (2002)
He admitted to being a client of alleged 'DC Madam' Deborah Palfrey (July 10, 2007).
Ironically, he was elected to the US House in a special election to replace a Congressman who had resigned following a sex scandal.

Why he might not be annoying:

He was a Rhodes scholar.
He exposed Louisiana politicians who awarded Tulane scholarships to members of their own families (1993).
He filed ethics charges against Governor Edwin Edwards that led to Edwards' conviction on extortion charges.
After Hurricane Katrina, he sponsored a law to prevent the confiscation of legally-owned firearms during a disaster.
His wife said, 'I'm a lot more like Lorena Bobbitt than Hillary. If he does something like that, I'm walking away with one thing, and it's not alimony, trust me.'
