Produced Pakistan's first successful nuclear weapon (1998)

Why he might be annoying:

He was sentenced by the Netherlands in absentia for stealing information from a Dutch uranium enrichment facility (1983).
He provided nuclear weapons technology to Libya, Iran and North Korea.
He confessed only after Libya gave up its nuclear weapons program and provided evidence of Khan's participation that the Pakistani government could not deny.
One day after confessing, he was pardoned by President Pervez Musharraf (February 5, 2004).

Why he might not be annoying:

He offered nuclear technology to Iraq, but was rejected because the Iraqi officials thought the offer was part of a 'sting' operation.
Although he was pardoned, he was placed under unofficial house arrest.
He is considered a hero by much of the population of Pakistan.
