Why he might be annoying:

He did very little to promote drug testing during his era, an issue that plagues baseball to this day.
He wore very thick glasses.
The regulations he made about free agency and salaries made it hard for a lot of family owned teams to compete.
He is responsible for making sure players get as greedy as possible and get salaries in the millions.
He was responsible for 5 work stoppages in baseball.

Why he might not be annoying:

Red Barber called him one of the 3 most important people in baseball history.
He overthrew the 'reserve clause' so that players did not have to be stuck with one team if they didn't want to.
He ranked #7 on Sports Illustrated's 40 For the Ages.
